American Express Credit Line Cut - American Express JetBlue Card

All Right I Have Not Had an American Express card in 15 years and so I decided to open an American Express credit card recently and I did so I was instantly approved for 15,000.00 credit line, I put a Trip to colorado on the card 4 months later and paid it off within 2 months and then I just put basics on my card (Gas, Groceries) and just the casual shopping and back in April 2009 I was at having lunch when American Express Account Services Called me to tell me that my credit line was being reduced to 12,200.00 That was a shock since I have never carried a balance for more than 2 months and I have never come close to my credit line, They told me they would restore my credit line if I Paid them 3,560.00 when I only owed 200.00 For that month, I declined their offer and I thought I had 12,00.00 credit left, my Lunch at Applebees was declined because I did not accept their offer to give them money for no reason.

American Express Now says my credit line is 12,200.00 and I owe 0.00 but I cannot use my card??? I do not understand this, I pay on my card with a balance of 0 and my credit line is restored for a temporary period of time, this is nuts I do not see how a company can do this to their loyal customers, I am done doing business with American express.
